A Hill Street Loft: Two Quotes, Two Wrong Answers

A homeowner on Hill Street wanted a master bedroom and en suite in the loft of her Victorian terrace. The first company quoted £64,000 but left out the planning application, sending her to an architect who charged a further £4,500 for drawings, plus the council’s planning fee. The second company told her the dormer would be refused because of the Richmond Hill view.

At our site visit, we confirmed the house was in a conservation area, so the dormer needed full planning permission, but that it was well outside the protected view. We designed the dormer to sit below the ridge, in natural slate, with conservation rooflights to the front. The application went in four weeks after our first visit and was approved ten weeks later. The build took fourteen weeks.

The fixed price, including drawings and the planning application, was £67,500. The final invoice was £67,500.

Planning a Loft Conversion in Richmond's Conservation Areas

Much of Richmond lies in conservation areas, and that shapes what you can build in the roof. It doesn’t mean a dormer will be refused. It means the design has to suit the street.

What conservation officers look for

Richmond’s planning officers approve well-designed rear dormers regularly. The details that matter are natural slate to match the existing roof, conservation rooflights that sit flush with the slope, and a dormer that sits below the ridge and in from the eaves, so it doesn’t dominate the back of the house. Front dormers are rarely approved on period streets, so most Richmond lofts extend to the rear.

Permitted development outside conservation areas

If your home is not in a conservation area, isn’t listed and isn’t a flat, a rear dormer or hip-to-gable conversion can often be built without planning permission, within set size limits. We apply for a Lawful Development Certificate so you have written confirmation from the council, which you’ll need when you sell.

The Richmond Hill view

The view from Richmond Hill is protected, so the council looks at whether roof changes would be visible in it. Most rear dormers on Richmond terraces sit well outside it, but we check your property’s position before any design work starts.

Listed homes and Kew Gardens

Listed buildings need Listed Building Consent for almost any roof change. Homes near Kew Gardens, a UNESCO World Heritage Site, may need a heritage impact assessment with the planning application. We prepare both within the fixed price where they apply.

Is Your Loft Suitable for Conversion?

Most Richmond lofts can be converted, but three things decide what’s possible and what it costs.

Head Height

You need roughly 2.2 metres from the top of the ceiling joists to the underside of the ridge for a comfortable room. If your loft is lower, a dormer or mansard can create the height, or in some cases the ceiling below can be lowered.

Roof Structure

Victorian and Edwardian roofs are usually cut on site from timber rafters and purlins, which are straightforward to adapt. Newer roofs with trussed rafters need more structural work, as the trusses have to be replaced with steel beams.

Room for a staircase

The new stairs normally continue above the existing ones. We plan the staircase at the site visit because its position determines the layout of both the loft and the landing below.

Which Loft Conversion Suits Your Richmond Home?

Victorian Terraces

The most common Richmond loft. A rear dormer creates one large bedroom with an en suite, while an L-shaped dormer over the rear addition can fit two bedrooms.

Edwardian and 1930s semis in East Sheen, Kew and Mortlake

Hipped roofs leave little space inside. A hip-to-gable conversion straightens the side of the roof, and adding a rear dormer creates a full-height room.

Victorian Villas

Larger roofs offer generous space with a rear or L-shaped dormer. Near Richmond Hill, the materials and design need particular care.

Georgian Townhouses

Lofts are often on the third or fourth floor, and many townhouses are listed. A mansard is sometimes the right answer, subject to Listed Building Consent.

Flats and Modern Homes

Flats have no permitted development rights, and many purpose-built blocks can’t take a loft conversion. We confirm whether it’s possible at the site visit.

Building Regulations and Fire Safety

Every loft conversion must meet Building Regulations, whether or not it needs planning permission. The main requirements are a protected escape route from the loft, usually fire doors to the habitable rooms and mains-wired smoke alarms on each floor; floors strong enough for a bedroom; insulation to current standards; and safe headroom over the stairs. In terraced and semi-detached houses, the new steel beams usually rest on the party wall, so party wall notices are needed too. We arrange the building control inspections and serve the notices as part of the job, and you receive the completion certificate at the end.

We aim to visit within 48 hours to measure the loft, check the roof structure and head height, and confirm whether planning permission is needed.

2. Design and Fixed-Price Quote

Within five working days, you will receive a fixed-price quote covering drawings, planning, structural calculations and the full build.

3. Planning and Approvals

We submit the planning application or Lawful Development Certificate, serve party wall notices and book building control.

4. Building The Loft

Most of the work happens from scaffolding outside, so you can usually stay at home. The opening to the new stairs is made near the end, which keeps dust in the rest of the house to a minimum.

5. Sign-off and Certificates

You receive building control sign-off, your electrical installation certificate, a Gas Safe certificate where gas work is involved and a 12-month workmanship guarantee.
